MADRID, Sept 29 (Reuters) - Spain's debt levels are set to rise next year, piling pressure on the government to apply for aid as it pours funds in to cash-strapped regions, an ailing banking system and rising refinancing costs, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.7 billion) next year, largely by deepening already unpopular cuts in public sector wages, education, health and social services, fuelling anti-austerity protests.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the centre of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have stoked doubts Spain can fix its problems without help.

Thousands of protesters gathered on Saturday in Madrid's Neptune plaza, between the Prado Museum and Parliament, for a third time this week to vent anger at politicians they accuse of pillaging the welfare state to bail out badly-run banks.

"This has to change. We have to show them we are not an anti-system minority but represent Spain's discontent and we are many. You only have to see the unemployment rate to see that," said state school teacher, Montse, 44, who was at the march with her unemployed husband and 11-year-old daughter.

Unemployment in Spain is more than double the European Union average, with half of all working-age under-26s unable to find jobs and shattered businesses laying off employees they cannot afford to pay.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

Spain will also slash state funding to commerce, tourism and small, and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros, after budgeting in 2012 for gross issuance of 186.1 billion euros.

The cost of financing its debt, as benchmark 10-year bond yields rise to near unsustainable levels of above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

The increase in the debt-to-GDP ratio was due the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalisation loan for the country's banks, it said.

Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding he expected the plans to be revised as with every other budget over the last four years.

The budget is based on the assumption GDP will shrink by 0.5 percent in 2013 year-on-year, though most economists expect a deeper slump.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

Putin rolls back protege's modest liberal legacy

MOSCOW (AP) ? President Vladimir Putin is turning back the clock on his predecessor's reforms ? literally.

This week, Putin signaled his intent to reverse one of the few high-profile reforms Dmitry Medvedev enacted while president: keeping Russia stuck in summer time all year after clocks sprang forward in March. It's perhaps an apt symbol of Putin's relentless drive to roll back even the modest liberal legacy left behind by his protege, who made timid attempts at modernization as president but never emerged from the shadow of his patron ? and meekly agreed to step down to let him reclaim the top job.

One by one, each of Medvedev's reforms ? from decriminalizing slander to purging the boards of state-run companies of government officials ? has been swept aside. Observers see it as part of a new tough course taken by Putin in response to massive winter protests against his rule, an indication that he sees no need for a compromise with the opposition. Suspicions are also rife that Putin may even be gearing up to dump Medvedev, his longtime political partner, as prime minister.

Nobody believed that Medvedev would really be in charge when he took over as president in 2008, while Putin moved into the prime minister's seat to observe a constitutional limit of two consecutive terms.

But he led many to believe that he may at least soften Putin's autocratic ways, especially when he proclaimed in a speech that "freedom is better than non-freedom." He heartened many by promising to allow greater political competition, champion media freedoms, liberalize the economy and fight graft.

In the end, he fulfilled few of these pledges, leaving the tightly controlled political system largely intact, while Putin made it abundantly clear that he remained Russia's paramount leader. A year ago, Medvedev showed unswerving loyalty to Putin when he refused to seek a second presidential term and agreed to swap jobs.

Medvedev now sees himself sinking further into irrelevance.

The latest blow came with Putin's comments on his protege's time switch initiative, which had angered many Russians because it meant they would have to trudge to work in pitch darkness during the nation's long winter. Medvedev had argued that keeping clocks on summer time helped farmers. Putin told reporters Tuesday that Medvedev "isn't fixed on his decision" ? a comment that appears to signal that the measure is doomed.

A humiliating revision of his own move would further erode Medvedev's popularity, making it easier for Putin to sack him in the future if he decides to do so. A recent poll by the VTsIOM opinion research center showed Medvedev's approval rating dropping to just over 20 percent this month, half of the level during his presidency. The same poll showed Putin's approval rating staying stable at around 50 percent.

In one sign of fraying ties in the leadership duo, Putin spokesman Dmitry Peskov told The Associated Press this week when asked about claims that some members of Putin's inner circle held Medvedev responsible for the explosion of anti-Kremlin protests over the winter that "it's not a secret that during Medvedev's presidency some mistakes were made."

Last winter's protests, which drew more than 100,000 people demanding an end to Putin's role into the frigid streets of Moscow, were the biggest Russia saw since the 1991 collapse of the Soviet Union. Clearly shocked, Putin blamed the U.S. for staging the demonstrations and squarely focused his campaign on his core support group of blue-collar workers and state employees.

After his inauguration in May, Putin quickly struck back at his political foes with a series of repressive bills that slapped hefty fines on participants in unsanctioned rallies and required foreign-funded non-governmental organizations, such as rights watchdogs and election monitoring groups, to register as "foreign agents" in a bid to undermine their credibility with Russians.

Medvedev's firm support for Barack Obama's policy of "resetting" ties with Russia, which suffered during George W. Bush's presidency, has given way to a barrage of anti-U.S. comments by Putin and his lieutenants. Earlier this month, Moscow halted the U.S. Agency for International Development's two decades of work in Russia saying it was meddling in elections ? a claim Washington denied.

Opposition activists have faced interrogations and searches, and three members of the feminist rock band Pussy Riot were sentenced to two years in prison in August for a "punk prayer" for deliverance from Putin in Moscow's main cathedral.

Liberal initiatives of Medvedev's presidency looked increasingly out of place amid the crackdown on dissent, and the Kremlin quickly moved to repeal them.

The parliament controlled by Putin's loyalists quickly reversed Medvedev's law decriminalizing slander, giving law enforcement authorities a new weapon against dissent.

The presidential human rights council, which Medvedev filled with Kremlin critics, was quickly reshuffled to purge them, and a bill widely expanding the definition of high treason that Medvedev shelved in 2008 received a unanimous preliminary approval in parliament last week.

Medvedev's directive to remove government officials from boards of giant state-controlled companies has been reversed. And Putin's lieutenants, like energy czar Igor Sechin, successfully resisted a push for control over energy revenues by Medvedev loyalists. Medvedev himself has avoided meddling in those disputes and sought to demonstrate his loyalty to Putin.

Medvedev faced more trouble this month, when Putin gave a dressing down to several Cabinet ministers, saying that they had failed to fulfill his directives on drafting the next budget. It was an oblique criticism of Medvedev himself ? as he leads the Cabinet and is in charge of the economy.

Alexei Makarkin, a leading analyst with the Center for Political Technologies, an independent Moscow-based think-tank, said that such criticism could be repeated and would help set the stage for Medvedev's ouster in the future.

"He would be unlikely to remain the prime minister for the entire Putin's term in office," Makarkin said.

Todd Akin Faces Bribery Complaint as He Picks Up Funding Boost

Rep. Todd Akin's troubles won't seem to go away. The Missouri Democratic Party announced Wednesday it filed two complaints against the Republican candidate for Senate. Both ethics charges claim Akin is receiving campaign funding illegally. Complaints were filed with the Federal Election Commission (FEC) and the Office of Congressional Ethics. Less than 24 hours later, the Associated Press reports Akin will be given $290,000 from the Senate Conservatives Fund.

What is the basis for the Democrats' complaints?

The first charge claims Akin and the Senate Conservatives Fund coordinated efforts before the super PAC agreed to give the candidate money. Democrats claim the Republican agreed to ban earmarks as a condition for receiving money from a political action committee. This complaint alleges Akin and the super PAC are taking bribes or in-kind contributions.

The second grievance is about taking more donations than what is legally allowed. Democrats claim Akin asked the Senate Conservatives Fund to donate to his campaign in excess of $2,500. Candidates cannot solicit contributions in excess of $2,500. Political action committees and corporations can do that, but not individual candidates.

What evidence do the Democrats have against the conservative candidate?

Missouri Democrats base their charges on statements made by Akin himself. In a press conference Monday, Akin responded to a question about whether or not he has talked to Sen. Jim DeMint, R-S.C. DeMint has long been associated with the Senate Conservatives Fund. The conservative said his definition of an earmark and that of the super PAC were the same. Akin then stated there was "nothing official" about DeMint helping Akin's campaign.

What have Democrats said about the charges?

The Springfield News-Leader reports Missouri Democratic Party Chairman Michael Sanders said, "This has the flavor of bribery. This has the flavor of pay-to-play." Missouri News Horizon quoted Sanders, who claimed Akin's policies are "for sale to the highest bidder " before alleging the candidate will receive $250,000 in exchange for agreeing to ban earmarks.

St. Louis Public Radio states Sanders clarified his comments. "Bribery. It's not a word we throw around lightly," the chairman said.

How did Akin's campaign respond?

The News-Leader article revealed campaign aide Rick Tyler called the charges "baseless" and is a way to "distract Missouri voters." Tyler is former aide to Newt Gingrich, the former presidential candidate who held a fundraiser for Akin in St. Louis on Monday.

What is the likelihood the charges will affect the outcome of the election?

Washington lawyer Jan Baran told the News-Leader the charges have no merit at this point because the super PAC has yet to help Akin financially. At the same time, the Washington Post reports DeMint endorsed Akin on Wednesday, the same day the ethics charges were announced. The endorsement does not condone financial backing at this point.

Has Akin changed his stance on earmarks?

KMBC states Akin has offered more than $150 million in earmarks during his 12-year stint in Congress. Akin told the television station in a July interview that he considers an earmark something that is slipped into bills "in the middle of the night" without the foreknowledge of voters. The GOP candidate also said Congress has a duty to spend money as it sees fit. This apparent flip-flop in policy from supporting earmarks to banning all earmarks is what the Missouri Democratic Party's complain is all about.

ALBUQUERQUE, N.M. Sandia National Laboratories has received a 2012 Department of Energy Sustainability Award for energy management of its computer servers.

The awards recognize DOE national laboratories and sites nationwide for outstanding accomplishments in sustainability, specifically in managing pollution, waste, energy, water and vehicle fleets.

Sandia's award in the comprehensive energy management category was for its efforts to deploy virtual servers, which have reduced energy use and costs and prevented pollution through reductions in equipment purchases, operations and disposal.

In April, the project also received a National Nuclear Security Administration Pollution Prevention Best in Class award.

Typical physical computer servers are 10 to 15 percent efficient, yet require 100 percent power and cooling.

Over four years, Sandia moved to large-scale server virtualization through a "virtual first" policy, maximizing energy efficiency. More than 700 virtual servers were deployed, spanning six network partitions and multiple Sandia sites.

Sandia's current hardware can have up to 100 virtual servers on each individual physical host server. By combining physical host servers into virtualization clusters using commercial software, host servers work together to balance the loads on virtual servers, resulting in applications operating nearly 100 percent of the time. The design also incorporates a reserve margin so in the event of a crash other servers will pick up the slack, making the entire system more reliable.

Server virtualization led to estimated total hardware savings of $3.4 million and net electricity savings of roughly 7.6 billion BTUs a year for additional cost savings of more than $200,000 annually. Server virtualization also eliminated the need to periodically upgrade and dispose of old servers.

John Zepper, director of Sandia's Computing and Network Services Center, and Laura Lenberg of the Infrastructure Computing Services department accepted the award Thursday at a ceremony in Washington, D.C.

"Today's Sustainability Award winners are leading by example, showing what's possible when employees bring creativity, innovation and dedication to their efforts to make the Department of Energy more sustainable," said Deputy Energy Secretary Daniel Poneman. "The efforts undertaken by these individuals and teams are helping the department to deliver on President Obama's sustainability goals, while inspiring others both inside and outside of government to start investing in cost-saving clean energy technologies."

Ralph Wrons of Sandia's Pollution Prevention program said the project "is a perfect example of cost austerity by saving on computer purchases, energy costs, and computer disposal costs, with the likelihood of increasing savings every year that the Labs depends upon server-hosted information, which could be a long time." Sandia's Pollution Prevention program works on electronics stewardship with many Labs organizations, including procurement, computer support and property management.

ALBUQUERQUE, N.M. Sandia National Laboratories has received a 2012 Department of Energy Sustainability Award for energy management of its computer servers.

The awards recognize DOE national laboratories and sites nationwide for outstanding accomplishments in sustainability, specifically in managing pollution, waste, energy, water and vehicle fleets.

Sandia's award in the comprehensive energy management category was for its efforts to deploy virtual servers, which have reduced energy use and costs and prevented pollution through reductions in equipment purchases, operations and disposal.

In April, the project also received a National Nuclear Security Administration Pollution Prevention Best in Class award.

Typical physical computer servers are 10 to 15 percent efficient, yet require 100 percent power and cooling.

Over four years, Sandia moved to large-scale server virtualization through a "virtual first" policy, maximizing energy efficiency. More than 700 virtual servers were deployed, spanning six network partitions and multiple Sandia sites.

Sandia's current hardware can have up to 100 virtual servers on each individual physical host server. By combining physical host servers into virtualization clusters using commercial software, host servers work together to balance the loads on virtual servers, resulting in applications operating nearly 100 percent of the time. The design also incorporates a reserve margin so in the event of a crash other servers will pick up the slack, making the entire system more reliable.

Server virtualization led to estimated total hardware savings of $3.4 million and net electricity savings of roughly 7.6 billion BTUs a year for additional cost savings of more than $200,000 annually. Server virtualization also eliminated the need to periodically upgrade and dispose of old servers.

John Zepper, director of Sandia's Computing and Network Services Center, and Laura Lenberg of the Infrastructure Computing Services department accepted the award Thursday at a ceremony in Washington, D.C.

"Today's Sustainability Award winners are leading by example, showing what's possible when employees bring creativity, innovation and dedication to their efforts to make the Department of Energy more sustainable," said Deputy Energy Secretary Daniel Poneman. "The efforts undertaken by these individuals and teams are helping the department to deliver on President Obama's sustainability goals, while inspiring others both inside and outside of government to start investing in cost-saving clean energy technologies."

Ralph Wrons of Sandia's Pollution Prevention program said the project "is a perfect example of cost austerity by saving on computer purchases, energy costs, and computer disposal costs, with the likelihood of increasing savings every year that the Labs depends upon server-hosted information, which could be a long time." Sandia's Pollution Prevention program works on electronics stewardship with many Labs organizations, including procurement, computer support and property management.

Viewing gender-specific objects influences perception of gender identity

ScienceDaily (Sep. 26, 2012) ? Spending too much time looking at high heels may influence how a viewer perceives the gender of an androgynous face, according to new research published Sep. 26 in the open access journal PLOS ONE by Amir Homayoun Javadi of Technische Universit?t, Dresden and his colleagues. The study sheds new light on how the objects surrounding us may influence our perceptions of gender.

The authors found that when people view objects highly associated with one gender, like high heels for women or electric shavers for men, for a short period of time and are then asked to identify the gender of an androgynous face, they are more likely to identify it as being of the gender opposite to that associated with the stimuli.

Previous studies have demonstrated that continuous exposure to certain visual stimuli causes short and long term adaptations with temporary aftereffects due to repeated stimulation of specific pathways in the brain. For example, after prolonged exposure to a red screen, a viewer is more likely to perceive a white screen as being green (the perceptual opposite of red). This study, though, is the first demonstrating that such adaptation can occur for a more abstract feature like gender perception.

The authors suggest two possible explanations for their results. The first possibility they suggest is that common brain regions may be involved in identifying gender-associated objects and identifying the gender of androgynous faces, so the effect is akin to what occurs in the red screen-white screen example above. Alternately, the researchers suggest that a higher cognitive function of 'adapting to gender' may modulate the process of 'assigning gender', whether to an object or an androgynous face.

"This study highlights how exposure to objects in our environment can affect our perception of gender in everyday life" says Javadi, lead author of the paper.

ABSTRACT:

The purpose of this study was to verify the self-selected intensity during resistance training (RT) in older women.

Twenty healthy women (mean age: 65.6 yrs) underwent a two-week familiarization period followed by three experimental sessions.

During the first session anthropometric measurements were taken.

The second session involved completion of a one-repetition maximum (1-RM) test for the following exercises: chest press, leg press, lat pulldown, leg extension, lateral shoulder raise, leg curl, biceps curl, and triceps pushdown.

Lastly, a single RT session was performed at a self-selected intensity.

During the RT session, participants were instructed to self-select a load for performing three sets of ten to fifteen repetitions.

Data were analyzed by mean (standard deviation) and ANOVA with repeated measures (p < 0.05).

Global mean of the three sets was: bench press 41.0% 1-RM (11.9); leg press 43.0% 1-RM (17.2); lat pulldown 47.2% 1-RM (11.1); leg extension 33.0% 1-RM (8.1); lateral shoulder raise 51.1% 1-RM (12.1); leg curl 43.5% 1-RM (8.8); biceps curl 48.0% 1-RM (15.5); and triceps pushdown 51.7% 1-RM (13.3); there were no significant differences between the sets (p > 0.05).

These results indicate that inactive older women self-selected an intensity exercise during RT below the recommendation for improvements on muscle fitness in apparently healthy older adults.

However, this intensity is recommended for very deconditioned individuals.

Nevertheless, the use of self-selection strategy during an exercise program can have greater advantages due to its easy applicability, its positive relation with exercise adherence and for promoting initial muscle conditioning in older adults.

Furthermore, it is crucial to gradually increase the RT load to guarantee better and sustainable effects on muscle fitness.

Finally, future studies are needed to establish the chronic effects of RT at self-selected intensity on muscle fitness and the functional health of older adults.

Earlier this week, the Internet had a mini meltdown over false reports that Facebook may?ve posted users' old?private messages.

Though it was swiftly deemed untrue,?even the French government demanded answers on this non-scandal. All of that overshadowed the real news, a creepy misstep of which the world?s largest social network really?is guilty: asking Facebook users to identify friends who may be using fake names on the site.

?Help Us Make Facebook Better,? read a survey prompt that kicked up a comparatively minor amount of ire when it made the rounds on Twitter. ?Is this your friend?s real name?? the survey went on, showing a photo of one of the recipient?s Facebook friends and multiple choice answers, ?Yes,? ?No,? ?I don?t know this person,? and ?I don?t want to answer.?

?Your response is anonymous and won?t affect your friend?s account,? Facebook assured on the poll question, which Facebook representive?Fred Wolens reiterated to NBCNews.com.?

Though Facebook does have a real name policy, Wolens said this particular poll was one of many anonymous surveys Facebook uses to tweak its algorithms. He provided the following company statement:?

This was a limited survey we have already concluded. We are always looking to gauge how people use Facebook and represent themselves to better design our product and systems. We analysed these surveys only using aggregate data and responses had zero impact on any user's account.

According to Wolens, the survey was received by a small amount of users. Exactly how small, he wouldn?t say. News of it?spread when?Twitter user @chapeaudefee tweeted a screenshot and the comment, ?Facebook wants to know if your friends? names are real. Are you going to be the snitch??

Pluto/Charon poses for sharpest ground-based images ever

ScienceDaily (Sep. 26, 2012) ? Despite being infamously demoted from its status as a major planet, Pluto (and its largest companion Charon) recently posed as a surrogate extrasolar planetary system to help astronomers produce exceptionally high-resolution images with the Gemini North 8-meter telescope. Using a method called reconstructive speckle imaging, the researchers took the sharpest ground-based snapshots ever obtained of Pluto and Charon in visible light, which hint at the exoplanet verification power of a large state-of-the-art telescope when combined with speckle imaging techniques.

The data also verified and refined previous orbital characteristics for Pluto and Charon while revealing the pair's precise diameters.

"The Pluto-Charon result is of timely interest to those of us wanting to understand the orbital dynamics of this pair for the 2015 encounter by NASA's New Horizons spacecraft," said Steve Howell of the NASA Ames Research Center, who led the study. In addition, Howell notes that NASA's Kepler mission, which has already proven a powerful exoplanet discovery tool, will benefit greatly from this technique.

Kepler identifies planet candidates by repeatedly measuring the change in brightness of more than 150,000 stars to detect when a planet passes in front of, or affects the brightness of, its host star. Speckle imaging with the Gemini telescope will provide Kepler's follow-up program with a doubling in its ability to resolve objects and validate Earth-like planets. It also offers a 3- to 4-magnitude sensitivity increase for the sources observed by the team. That's about a 50-fold increase in sensitivity in the observations Howell and his team made at Gemini. "This is an enormous gain in the effort underway to confirm small Earth-size planets," Howell added.

To institute this effort Howell and his team -- which included Elliott Horch (Southern Connecticut State University), Mark Everett (National Optical Astronomy Observatory), and David Ciardi (NASA Exoplanet Science Institute/Caltech) -- temporarily installed a camera, called the Differential Speckle Survey Instrument (DSSI), among the suite of instruments mounted on the Gemini telescope.

"This was a fantastic opportunity to bring DSSI to Gemini North this past July," said Horch. "In just a little over half an hour of Pluto observations, collecting light with the large Gemini mirror, we obtained the best resolution ever with the DSSI instrument -- it was stunning!"

The resolution obtained in the observations, about 20 milliarcseconds, easily corresponds to separating a pair of automobile headlights in Providence, Rhode Island, from San Francisco, California. To achieve this level of definition, Gemini obtained a large number of very quick "snapshots" of Pluto and Charon. The researchers then reconstructed them into a single image after subtracting the blurring effects and ever-changing speckled artifacts caused by turbulence in the atmosphere and other optical aberrations. With enough snapshots (each image was exposed for only 60 milliseconds or about 1/20 of a second) only the light from the actual objects remains constant, and the artifacts reveal their transient nature, eventually canceling each other out.

DSSI was built at SCSU between 2007-2008 as a part of a United States National Science Foundation Astronomical Instrumentation grant and mounted on the Gemini North telescope for a limited observing run. The instrument is likely to return to Gemini North for observations in mid-2013 for general user programs from across the international Gemini partnership. Any such arrangement will be announced along with the call for proposals for Semester 13B, in February 2013.

This work was funded in part by the National Science Foundation and NASA's Kepler discovery mission and will be published in the journal Publications of the Astronomical Society of the Pacific in October 2012.

Inflation fear sends stocks down | SaigonMoney.com - The digital ...

After a furious day of ETF (exchange traded fund) trading last Friday, the local market on Monday tumbled back as high inflation in September hurt sentiment, with the VN-Index shedding 5.11 points, or 1.29%, against the previous session to close at 390.37.

The market opened several points in the red but traded a bit higher before falling back. Stocks then embarked on a second run to hit the daily high of 394.54 points before dropping back again to levels just above the open by the end of the morning session. In the afternoon, the market traded lower and finally closed just above the lows.

Liquidity on the Hochiminh Stock Exchange sharply declined, with volume and value contracting 53% and 58% respectively against last Friday to 27.7 million shares worth VND474 billion. The put-through market was a lot quieter with just one noticeably large transaction seen in VIC.

Losers far outnumbered gainers at 164 to 57, with 24 stocks hitting the ceiling prices and 66 others plunging to the floor prices. The VN-Index was dragged down the most by GAS and VCB while EIB, which continued to attract strong demand, along with MSN helped pare losses.

Eximbank (EIB) led the market for liquidity, jumping 4.3% to VND14,500 per share with 1.9 million shares traded. Ocean Group Company (OGC) was the second most heavily traded stock but it dipped 3.9% against the previous session to VND9,800 on a volume of 1.3 million shares.

Foreign investors posted a net selling value of over VND52 billion, the biggest one-day sell-off in nearly three months. They accounted for 13% and 24.5% of the market?s buying and selling value respectively.

The Hanoi market also slipped back with turnover shrinking to VND161 billion. The HNX-Index fell 0.25 point, or 0.44%, from the session earlier and ended the day at 56.46.

Only 51 stocks advanced while 138 stocks posted losses, including 19 stocks going up to the ceiling prices and 48 stocks dropping to the floor prices. Foreigners accounted for 1.8% of the buying value and 1.4% of the selling value.

HCMC Securities Corp. in its on Monday?s report noted that last Friday?s rally had receded into the past with no follow-up buying from the open on Monday and indeed, few investors even showed up. The technical buying of recent weeks had also come to an end for now.

Viet Capital Securities Co. said that both indices are looking to trade sideways with weak supply and demand. Investors should take advantage of intraday uptrend to consider lowering portfolio weights and wait for more positive signals.

BYOD Security: And Now For The Good News! | Business ...

While there is a lot of research about the sudden growth of mobile business usage, much of it being driven by the explosion in ?Bring Your Own Device? (BYOD), a trend that while understandable from the user?s perspective, is giving IT departments the world over the shivers.

Protecting the organisation from security breaches ? which are often caused inadvertently by the users ? has long been a big challenge and it has suddenly taken on a whole new dimension with employees and contractors introducing their own tablets and smartphones into the workplace, in effect blurring the lines between personal and business computing devices.

Ninety percent of enterprises have already deployed mobile devices, with smartphones being most widely deployed, according to a survey by Gartner [User Survey Analysis: Impact of Mobile Devices on Network and Data Center Infrastructure, May 2012].

A further 86% of enterprises surveyed said that they plan to deploy media tablets this year. With the proliferation of BYOD, there are many security issues for enterprises to consider before they invest in mobile computing. According to the survey, the top issues were ?use of privately owned devices? and ?deployment of new enterprise mobile platforms?.

So it is hardly surprising that IT directors and managers in many organisations ? both large and small ? are hesitating before taking the plunge into truly embracing the concept of the mobile enterprise. However, the genie is well and truly out of the bottle, so like it or not, enterprises are going to have to face this problem head on and sooner rather than later.

Also, another way to look at the exponential growing of business mobile usage is whether it could actually be good news, helping to improve productivity by making better use of existing applications and services in which organisations have already invested. However, as they are traditionally hard to access on mobile devices, companies are not making maximum use of them.

That all changes with the latest wave of mobile applications or services that have been adapted or developed to deal with the BYOD wave. A good example of this is Microsoft SharePoint, which has until recently been cumbersome to access on mobile devices, yet has represented a massive investment for organisations the world over. New products have removed this barrier, making SharePoint simple and secure to access, thus helping CIOs and IT directors to recoup better return-on-investment and improve user engagement.

Of course, that does not negate the security challenge, so before enterprises can truly exploit BYOD to their own advantage, what needs to happen? Mobile security is a hugely complex and oft-debated topic, and there is also the challenge of balancing accessibility and flexibility against strong security measures. Make security too tough and employees will encounter usability problems.

So what does work? At my company we?ve invested a lot of time and effort working out what constitutes mobile security best practice and have had that independently validated. So, here are my top pieces of advice in what to look for in a secure BYOD app.

1. Authentication

CIOs need to realise that an employee using a mobile device to access corporate systems is essentially an external user, as far as authenticating securely across the firewall is concerned. Make sure that your mobile applications vendor is able to support (or recommend) the authentication regime that works best for your organisation, whether that is using federated profiles, token-based authentication, 2-factor or forms-based authentication, for example.

2. Encryption

It is advisable to minimise the amount of content or data stored on the mobile device, but if it has to be so, ensure that it is properly encrypted. 256-bit SSL encryption should be the standard to aim for.

3. Zero footprint

Let?s face facts, people are always going to leave their devices lying around. So, inisist on ?zero footprint?: in other words, no corporate data or content is left on a smartphone or tablet.

4. Single sign-on

Something that vendors often struggle to achieve, but something that enterprises should be demanding. For instance, if SharePoint users have single sign-on to multiple SharePoint sites, then they only need to remember one user-name and password to access their mobile SharePoint world.

5. Don?t go native

Some of the world?s leading analysts have begun to query the sense of native apps. If you choose mobile web apps, then they can still act like a native app to keep users happy, but they support ?zero footprint? and also make it a lot easier to manage user and administration rights (which is vital for efficient security strategies).

Purchasing, deploying and ensuring that users have downloaded the latest software version are all challenges that CIOs will face with native apps in the enterprise. Some mobile web applications are able to incorporate device features previously only available through native apps, like accessing the device?s GPS functions, camera, alerts and notifications and placing an application badge/icon on the device home screen.

If IT departments can get their workforce using applications like SharePoint better on mobile devices, then the mobile security headache could actually be a saving grace. Of course, that depends on having extremely robust security measures, without limiting access or usability, but the technology and techniques are all there: it?s just a question of researching the best fit for the organisation in question.

LOUISIANA RESTAURANT ASSOCIATION HOSTS DRIVE FOR ...

The Louisiana Restaurant Association (LRA) invites members of the community to donate toiletries, cleaning supplies and paper products to the Braithwaite, La. families impacted by flooding from Hurricane Isaac. The following items are high in demand: diapers, baby wipes, toiletry items and cleaning supplies and can be delivered to the LRA office at 2700 N. Arnoult Rd. in Metairie from 5-6:30 p.m. on Thursday, September 27.

?When you lose everything, you don?t realize you need something until you go to use it. As soon as we get in cleaning supplies they are gone in minutes,? said Suzanne Shaffer of Team Braithwaite Foundation. ?It?s a relief for the people to be able to get some items they desperately need.?

Shaffer?s husband, Jesse Sr., and son, Jesse Jr., along with other community members, led the rescue of 120 people from Isaac?s flooding in Plaquemines Parish when a levee known as ?the wall? was overtopped during the storm. Jesse Jr. used technology to identify those who needed to be rescued. At one point, he had 80 texts with addresses and locations of more individuals who needed to be rescued.

Last weekend, Lynn Oaks School, where volunteers had organized donations collected by the Team Braithwaite Foundation to be distributed, was burglarized of nearly $15,000 in items like diapers, food and cleaning supplies.

?We hope to replace the $15,000 worth of supplies stolen that was meant for the families as they recovered from Isaac,? said Wendy Waren, LRA VP of Communications. ?By organizing this drive, we hope to remind people, that outside the city, there?s still a lot of people struggling and we want to do our part to help those families recover.?

This effort was inspired by LRA member Greg Reggio of the Taste Buds, which operates Zea Rotisserie & Grill and Semolina Restaurants, in advance of the ?Buds for Braithwaite? event, September 30. Reggio has organized similar relief events for families impacted by the 2011 tornadoes in Joplin, Mo. and Tuscaloosa, Ala. for which he was named LRA Restaurateur of the Year in 2011 and received the National Restaurant Association (NRA) Restaurant Neighbor Award earlier this year.

NRA President/CEO Dawn Sweeney remarked of the Taste Buds, ?We are committed to positively enhancing the quality of life for all we serve, and philanthropic activities are an important part of this mission. The Taste Buds have provided much needed relief to communities impacted by devastating disasters last year, underscoring that restaurants are often on the front lines in emergency response.?

Following Hurricane Ike in 2008, the LRA?s Greater New Orleans Chapter members fed more than 1,200 residents of the flood-ravaged Lafitte at its Town Hall. In 2010, the LRA organized more than 20 New Orleans restaurants who fed the Grand Isle community of 300 residents following the BP Oil Spill.

LRA staff and students from Archbishop Rummel High School will be on hand next Thursday to take donations and pack them into boxes generously donated by Whole Foods Market.

The Louisiana Restaurant Association is one of the largest business organizations in the state, representing restaurant operations and related businesses. Best constraint on mass of photons, using observations of super-massive black holes

ScienceDaily (Sep. 25, 2012) ? A global team of scientists, including a University of Mississippi physicist, has determined the best constraint on the mass of photons so far, using observations of super-massive black holes.

The research findings appear in the September issue of Physical Review Letters. "Black hole bombs and photon mass bounds" is co-authored by Emanuele Berti, UM assistant professor of physics and astronomy, along with fellow researchers Paolo Pani, Vitor Cardoso, Leonardo Gualtieri and Akihiro Ishibashi.

This paper details how the scientists, who work in Portugal, Italy, Japan and the U.S., found a way to use astrophysical observations to test a fundamental aspect of the Standard Model -- namely, that photons have no mass -- better than anyone before.

"The test works like this: if photons had a mass, they would trigger an instability that would spin down all black holes in the universe," Berti said. "But astronomers tell us that the gigantic, super-massive black holes at galactic centers are spinning, so this instability cannot be too strong.

"The mass of the photon, if it has a mass at all, must be extremely tiny."

"Ultralight photons with nonzero mass would produce a 'black hole bomb': a strong instability that would extract energy from the black hole very quickly," said Pani, the paper's lead author. "The very existence of such particles is constrained by the observation of spinning black holes. With this technique, we have succeeded in constraining the mass of the photon to unprecedented levels: the mass must be one hundred billion of billions times smaller than the present constraint on the neutrino mass, which is about two electron-volts."

The results of this study can be used to investigate the existence of new particles, such as those possibly contributing to the dark matter that is the subject of a search using the Large Hadron Collider at CERN in Geneva. CERN is the site where the breakthrough discovery of the Higgs boson was reported earlier this year.

"That discovery filled one of the most important gaps in our understanding of the standard model of particle physics, because it explains how particles get their mass," Gualtieri said. "However, not all particles have mass. Physics makes progress by testing every nook and cranny of our commonly accepted theories. So, if we believe that a particle has no mass, we'd better test this idea with precise experiments.

"Observations of super-massive black holes may provide new insights which are not accessible in laboratory experiments. This would certainly be exciting. Perhaps these new frontiers in astrophysics will give us a clearer understanding of the microscopic universe."

"Paolo, Vitor, Leonardo and I are all part of an IRSES Network on 'Numerical Relativity and High-Energy Physics' funded by the European Union," Berti said. "Paolo presented a talk on this work at the first meeting of our network that was held in Aveiro, Portugal in July. This network will be used in the next four years to strengthen our collaboration even further."

Pani, who received the Fubini Prize from the Italian National Institute of Nuclear Physics for the best Ph.D. thesis nationwide in 2011, is a post-doctoral researcher at Instituto Superior T?cnico in Lisbon, Portugal, supported by a European Marie Curie Fellowship.

"Paolo started working with us when he visited Ole Miss in 2007," Berti said. "We have been working together on this particular project since January 2012, and we have co-authored nine papers so far."

A post-doctorate researcher at UM before returning to his native Portugal, Cardoso is a professor at Instituto Superior Tecnico, where his group is supported by a prestigious European Research Council Starting Grant. Cardoso and Berti have published 37 papers together over the past decade.

"Gualtieri and I were both Ph.D. students under the supervision of Valeria Ferrari in Rome, Italy," Berti said. "We have also been collaborating for more than a decade. Leonardo is now a research professor ('ricercatore') in Rome."

Ishibashi works at the KEK Theory Center and at the Department of Physics of Kinki University in Japan, where physicists at the center are studying in great depth phenomena similar to the one described in the PRL paper.
